## The card

There is no picture, only lettering inside a red, white and blue shield. The opening line uses the word "your" three times, and the archive's description notes that "YOUR" and "MUST" are underlined.

YOUR GOVERNMENT NEEDS YOUR DOLLARS FOR YOUR DEFENSE....

DO NOT DELAY ...

ALL LOYAL AMERICAN CITIZENS MUST BUY MORE DEFENSE STAMPS NOW!

ON SALE AT ALL UNITED CIGAR STORES, AT BANKS AND ELSEWHERE

## Who made it

FRAME lists the card as unattributed. The only name on it is the place of sale, United Cigar Stores, along with banks. No Treasury office, printer, or date is printed; the 1941 date is the archive's. The National Archives holds it in Record Group 44 with the government's World War II posters, which shows where it was filed. Who wrote it is not recorded.

It sells Defense Stamps, the name on the Treasury Defense Savings Staff's own counter sheets, such as Save for security. The 1942 Knock off a Japanazi sheet already says war stamp.

## How to read it

The 1943 Admiral King poster told workers they were "not asked to give but merely to lend," and printed "THE VOLUNTARY PAYROLL SAVINGS PLAN" on its face. This card says something else. It ties the purchase to loyalty and uses the word "must," as if there were a duty and a deadline. Nothing on it cites a law or a rule, and none of the archive's records for the campaign shows one. A stamp was a small saving toward a bond, which the buyer could choose to make.

That gap is the reason the card is worth a page. When a seller, whether a retailer or a government office, tells citizens that loyal people buy and that buying is required, it is borrowing the tone of law for something the law did not demand. A citizen who declined to buy a stamp at a cigar counter was not disloyal, and a sheet that implied otherwise was wrong to say so. The Japanazi sheet, issued by a liquor and wine industry council cooperating with the Treasury, shows a sharper industry appeal. The retail and industry sheets are grouped on World War II war bonds and war stamps, 1941–1946.
