## What the sheet prints

The sheet is wider than it is tall. On one side stands a woman dressed for town, holding a basket with nothing in it. On the other is a photograph of grocery shelves, full. Between them, white letters on red stripes give the message, and the agency's name sits below.

## Who issued it

The Office of Price Administration is named on the sheet. It was the federal agency that set price ceilings and ran consumer rationing, and in this pool of 1942 records it also issued a rent-control notice for Kitsap County and instructions for service-station attendants. The archive holds this poster in Record Group 44. No artist is named.

## How to read it

Most home-front posters asked. This one explains a rule that did not ask. Rationing was compulsory: a household could not buy a rationed good beyond its allotment, whatever it was willing to pay. The poster's task is to present that limit as a protection rather than a restriction.

There is a real argument behind the slogan. In a shortage, the alternative to rationing is that price and hoarding decide who eats, and the family that shops late gets less. A fixed share answers that.

The libertarian reading still applies to how the case is made. "Safeguards" is a promise, not a figure; the sheet does not say what the share was, who set it, or how a citizen could contest it. The full shelves are offered as proof that supply exists, which is the very thing a shortage poster cannot easily show. A citizen in 1942 could support rationing and still want those questions answered in public.

For voluntary appeals tied to the same shortages, see America Needs Your Scrap Rubber and Save Your Cans. The OWI domestic branch study covers the office that coordinated much of this messaging. Where rationing sat among the war offices, from the Office of War Information to the Office of Censorship, is laid out in the Roosevelt administration essay.
