## The cover

The title runs in large red capitals. Behind it is a collage of newspaper headlines, some cut off at the edges. FRAME transcribed what can be read. A selection:

WHY VIET NAM

[…] Communist forces massing to cut S Vietnam in half / Viet Cong attack with new arms / US may call up reserves to build Vietnam force / CHINESE IN BATTLE, SAY AMERICANS / […] Vietnam peace hope dashed / […] U.S. tries again for Vietnam peace / […] Thirty die in Saigon blasts / […] VIETCONG SAY 'NO' TO PEACE MISSION / […] NO SURRENDER PLEDGE BY JOHNSON / We will not retreat ... we will not surrender

Cover text, FRAME transcription (selected headlines, in the order transcribed). United States Information Service, American Embassy, London, October 1965. Full record at propagandaarchive.org.

## Who issued it

The imprint is the United States Information Service at the American Embassy in London, so the issuing post was in Britain. The copy the archive uses is a University of Alberta Libraries scan on the Internet Archive, retrieved 2 October 2026; it is a federal work under 17 U.S.C. 105, and the Internet Archive record states no license. FRAME holds the cover only and does not transcribe the inside pages, so this page says nothing about the pamphlet's argument beyond what the cover shows.

## How to read the cover

FRAME tags the cover card stacking. The headlines are presented as clipped newsprint, and that is the cover's strength. The choice of which headlines to show is the argument. Communist forces massing, a peace mission refused, a president who will not surrender: before a reader opens the pamphlet, the cover has already told them who is attacking and who is willing to talk. The transcribed headlines include American peace efforts too. None of the legible ones reports American losses or criticism of American policy.

Selection is what every editor does. The difference is that a newspaper's selection can be challenged by the next paper. A government pamphlet handed out by an embassy presents its selection as the record. A careful reader in 1965 could weigh it against the same papers whose headlines it clipped, and that is how it should be read now.

The Defense Department film of the same year, Why Vietnam?, is a separate object with a separate audience.
