Executive Order 9182, dated 13 June 1942, created the Office of War Information in the Executive Office of the President and named Elmer Davis director. The order combined earlier information offices. The longer account of the domestic branch, including the Hollywood office and the April 1943 writers' resignations, is already the case study Elmer Davis was hired to inform the country. This hub does not repeat that essay. It closes, for this site, the gap of an OWI poster index. The archive's agency path is a different site.

## What did the OWI do?

On the objects this edition holds, the office issued numbered posters, bond sheets, and at least one film title card. Poster No. 76 is This Is the Enemy. Poster No. 66 is The Nazis burned these books. The poster index is every English-language poster in the snapshot whose maker line or title names the Office of War Information: 128 sheets. Foreign-language and blank overprint plates stay on propagandaarchive.org. Cartoons in the snapshot are not in that poster grid.

The domestic-branch study is the place for the bureaus, the film manual, and Japanese Relocation. Two further FRAME case studies are not rewritten here: the Writers' War Board and wartime rumor clinics.

## What was the Office of War Information?

It was a wartime information agency under the president, not a legislature and not a court. Davis could not, from the order alone, jail a critic. What the office printed, and what its Hollywood staff asked of studios, is a separate record, told in the case study. Wikidata for the agency is recorded in this site's entity file as Q1630740, checked 4 October 2026.

Army orientation films, including Prelude to War, were a War Department project, not an OWI poster series. Rockwell's pictures and the bond sheets that use them are Four Freedoms posters. US sheets that picture Nazi Germany are anti-Nazi propaganda.
