A Vietnamese-language sheet of fifteen numbered, captioned photographs distributed in Saigon and filed with U.S. Information Agency posters, catalog date 22 September 1954. Nine show people leaving Hanoi for the south; six show timber houses going up, under the headline "Di-cư vào Nam là chọn Tự-Do" (NAID 6949143).
What the sheet shows
Fifteen numbered halftone photographs fill the sheet, each with a caption. The upper nine show Hanoi residents registering, boarding trucks and aircraft, and troops leaving. The lower six show timber houses being built.

[Archive's English translation:] Migrating south is choosing freedom. [...] 5 - The strength of the people, a strength that no trick can break, always ready to believe in and support the National government. [...] To build a bright and beautiful life. 10 - Forty thousand houses are being rapidly built by the Government to house North Vietnamese compatriots... [...]
"The Government" credited, the sender unnamed
The National Archives files the sheet in Record Group 306, with the U.S. Information Agency's posters distributed in Asia, Latin America and the Middle East, under a catalog date of 22 September 1954. The maker line names the agency and its State Department predecessor. Caption 10 credits "the Government" with the new houses, and caption 5 speaks of "the National government"; as transcribed, no caption mentions the United States. The archive's source category is blurred.
A choice to leave, read as a pledge of loyalty
FRAME tags it card stacking, bandwagon and glittering generalities. The crowds are orderly, a caption speaks of confidence on every face, the new houses come "with every convenience," and nothing on the sheet shows a hardship of the journey. The archive files the purpose as mobilize or secure compliance.
The headline makes a claim worth taking seriously: that leaving is a choice, and that people who leave are choosing freedom. A person's right to walk away from a government is the plainest vote there is, and on that point the poster stands on solid ground.
Caption 5 is where it slips. It moves from the migrants' choice to a promise that the people are "always ready to believe in and support the National government." A free choice to move is not a pledge of loyalty to the government that receives you, and the sheet runs the two together. The forty-thousand-house figure in caption 10 is given without a source.
